OUR JOURNEY - Enabling a Sustainable Petroleum Industry

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production) Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008.

The mandate of the PAU is to monitor and regulate the exploration, development, and production, together with the refining, gas conversion, transportation, and storage of petroleum in Uganda.  This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, and guidelines in line with international best practice for the petroleum industry.

The Authority is implementing a five-year Strategic Plan (SP) (2024/2025 to 2029/2030), which is aligned with the Sustainable Extractives Industry Development Programme, under Uganda’s National Development Plan (NDP) IV.

The theme for SP is “Enabling a Sustainable Petroleum Industry”. This theme emphasizes the Authority’s commitment to its mandate of monitoring and regulation as the oil and gas industry in the country expands and progresses along the value chain.  This theme also defines the framework adopted in identifying and prioritizing interventions in all thematic areas.

The goal of the five-year Strategic Plan is “To enhance and optimize the value of the country’s petroleum resources for socio–economic transformation.”

To regulate and monitor the petroleum sector in order to create lasting value for society and contribute to Uganda being a sound investment destination

Strategic Plan

In pursuance of the PAU’s vision and mission, the theme for the five-year Strategic Plan of the PAU is “Delivering While Growing”, with a goal of “Unlocking Uganda’s Oil and Gas Industry for Sustainable Development”.To achieve the intended goal, four key pillars underpin the PAU’s Strategic Objectives.  These four pillars are:

Objectives

The Authority adapted the following four (4) objectives from the Sustainable Extractives Industry Development Programme.

  1. Ensure efficient and sustainable exploration, development, production and commercialization of oil and gas resources.
  2. Promote value addition, efficient transportation and storage of oil and gas resources.
  3. Enhance participation of nationals and national enterprises in the oil and gas industry.
  4. Enhance institutional capacity as well as the policy, legal, and regulatory framework for the oil and gas sector.
